Default Design Software Question

I have a silly question. Does anyone know of a design software that can help design cards? Not to print out or e-mail.

What I'm looking for is a software that I can use to on my PC. I want to make a rectangle that looks like a card front, lay other layers on top of it to see what it would look like if I made it and change it around until it looks exactly the way I want it to look.Then it would tell me what measurements to cut each layer to make it in real life.

I don't have a good visual imagination to see what I want but if I can play on the computer I can figure out what I like.

Photoshop elements will work for that. It works with layers. It has a learning curve or you can buy something like My Memories, which is a scrapbook software that is about $40.00 it is for digital scrapbooking, where as with photoshop elements you can do all kinds of stuff. my 2 best guesses, or you can download cricutcraftroom and see if that will work for you - its free!

Thanks! I have both of them, but hadn't thought about using them to actually design a card. I just use them for the elements. I'll try that.
