I have also seen the same ones on ebay. I cannot get either one to tell me where they get them

i am assuming you want to do a large amount of these. Staples has them but not in bulk quantities.
I guess if I was trying to sell them I wouldn't give you my source either
oh wait I see what you mean by hard plastic, I think the ones I saw in staples are a soft pliable plastic, more like an envelope into which you slip the info.
