I make these all the time and have never had the tissue paper burn out. Actually I have had several where the tissue and design was still totally intact after the was had pretty much burned away. I punch a hole in the center of my tissue paper circles so that they go easily over the wick. Once you heat the wax up and imbed the tissue paper into it, it is really quite safe.
